Crow Canyon Women's Golf Association By Laws

ARTICLE 1—NAME

The name of the organization shall be the Crow Canyon Country Club Women’s Golf Association and shall, hereafter be referred to as the CCWGA.

 ARTICLE 11—PURPOSE

 The purpose of the organization is to promote good fellowship among its members, offer regularly scheduled play days and tournaments, communicate golf rules and proper golf etiquette, and maintain and foster the best interest of the game of golf.

 ARTICLE 111—MEMBERSHIP AND DUES

Section 1: Membership is open to all women members of Crow Canyon Country Club who 

a) have a current USGA handicap that computes to a maximum of 36 or less from the white tee markers to be eligible for membership and

 b)  pay dues within the prescribed period.

1.  Any woman wishing to join the CCWGA before July 1 shall pay full annual dues.  Any woman joining between July 1 and December 31 shall pay one-half the annual dues.  No portion of dues will be refunded upon a member’s resignation.

2.  CCWGA annual dues will be determined by the Executive Board.  Dues are payable October 1 for the following year and are delinquent, with a penalty, after November1.

3.  Dues shall be used to defray expenses and purchase prizes when deemed prudent.  Special events may require an individual entry fee.

 ARTICLE 1V—OFFICERS AND DUTIES

Section 1: The management of the affairs and property of the CCWGA shall be conducted by the Executive Board. The Executive Board shall consist of nine (9) elected officers: Captain, Co-Captain, Secretary, Treasurer, Handicap, Tournament, Rules, Social, and Membership.  A past captain selected by the incoming Captain, shall serve as the Advisor and shall be a non-voting member of the Executive Board.

Section 2: The chairpersons of standing committees are appointed by the Captain and shall report to the Executive Board.

Section 3: The duties of the officers are:

Captain:  Shall preside at all meetings, appoint Chairpersons of committees and special events as deemed necessary to conduct the affairs of this organization, be an ex-officio member of all committees except the Nominating Committee, and shall see that the Bylaws and such other rules and regulations adopted by the membership are enforced.

Co-Captain:  Shall preside at meetings in the absence of the Captain, prepare the annual roster of members, assist the Captain in preparing the following year’s calendar and act as the WGANC Ambassador.

Secretary:  Shall record the minutes of all meetings, prepare all correspondence, keeping a file thereof, preserve these Bylaws and keep a record of all amendments.  Responsible for disseminating all communication from the Executive Board to the membership.

Treasurer:  Shall accept dues and deposit same in a bank selected by the Executive Board, such monies to be drawn only by check and signed by the Treasurer and/or the Captain; present a budget for the year, keep records of all financial transactions, submit a monthly report at regular meetings, post an annual report, and pay all bills as outlined by the budget and those approved by the Executive Board, or by a vote at meetings.  The Treasurer’s financial records shall be audited at the end of the calendar year by a committee consisting of the outgoing Captain and Treasurer and incoming Captain and Treasurer.

Handicap Chairperson:  Shall be responsible for ensuring the accuracy of member’s handicaps and listing all members with WGANC to computerize handicaps.

Tournament Chairperson:  Shall be responsible for scheduling and conducting all tournaments under the rules and regulations set up by the membership with the exception of the major tournaments.

Rules Chairperson:  Shall be able to interpret the Rules of Golf as set forth in the USGA Rules of Golf.

Social Chairperson:  Shall take care of banquet planning, hospitality duties, and  social correspondence.

Membership Chairperson:  Shall provide notice of dues and collection of monies, and provide such annual information to the Treasurer and Co Captain.

ARTICLE V—MEETINGS AND QUORUM

Section 1: The Executive Board shall meet monthly, or as deemed necessary by the Captain, on a date selected by her. 

Section 2: Five (5) members of the Executive Board shall constitute a quorum for the transaction of business.

Section 3: General membership meetings shall be scheduled quarterly.

Section 4: The Executive Board may call a special meeting or change the regular meeting date by written notice to the membership.

Section 5:  Quorum for a General Meeting:  Business may be transacted if twenty (20) percent of the membership is present.  A majority vote of the members present is needed for the passage of businessARTICLE VI—ELECTIONS

Section1: The Nominating Committee, consisting of four members, shall be selected in August.  The Advisor shall serve as chairperson of the committee, three members to be elected from the floor.

Section2. The Nominating Committee shall prepare a slate of candidates for all offices and present it to the membership, posting same one (1) month prior to the election of officers.  Nominations will be accepted from the floor, but must have the consent of the individual being nominated.

Section 3: The election of officers shall be held in October, and they shall take office on the following January 1.

Section 4: All officers and chairpersons are elected or appointed to serve a one (1) year term.

Section 5: If a vacancy occurs on the Executive Board, a member shall be appointed to the position by the Captain, and approved by the Board.

 

ARTICLE VII—AMENDMENTS

These Bylaws may be amended or new Bylaws adopted at any regular meeting provided such contemplated changes have been posted and distributed to all members at least 2 weeks before a General meeting.  A two-thirds affirmative vote of the membership present shall be necessary.

 ARTICLE VIII—PARLIAMENTARY

“Robert’s Rules of Order, Revised” shall be the authority for all parliamentary procedure not covered by these Bylaws.  The Captain may appoint a Parliamentarian to serve for a term and abide by the rules. 

ARTICLE IX—FINAL AUTHORITY

The bylaws for the Crow Canyon Country Club Women’s Golf Association shall not supersede any Crow Canyon Country Club Membership Bylaws, Rules, or Regulations.

CCWGA Standing Rules


These rules are governed by CCWGA Bylaws, and are subject to annual review and change by the new Executive Board. CCWGA amateur members, having met all CCWGA Bylaw requirements, are eligible to compete in CCWGA-sponsored tournaments. 


The CCWGA Official Play day shall be Tuesday, or on an alternative designated play day, as listed in the CCWGA calendar. Also, all team play days (DVTP, EBTP) are considered official CCWGA play days except for the purpose of posting birdies.  To constitute an official play day, a minimum of 12 players is required to start.  Unscheduled play will not be considered an official play day.  Members are responsible for checking the calendar, bulletin boards and website (www.ccwga.net) for tee times, dates, sign-up sheets, and pertinent information.


General Meetings are listed in the calendar.  Time of meeting will be after play, unless otherwise posted. On General Meeting dates, play will begin with a modified shotgun.  If play day is canceled, an alternate meeting time will be announced.  Lunch cancellations must be made by the Friday before; no-shows will be charged.  


CCWGA members and guests shall adhere to the CCCC Dress Code.


The annual Holiday Luncheon is the responsibility of the outgoing Executive Board.  All CCWGA members are invited.  Additional invitations may be extended, at the discretion of the Executive Board, to Past Captains, new members, former members and to staff members who have given special services to the CCWGA.

Gifts may be given, at the discretion of the Executive Board, to Executive Board members, or to anyone, including a staff member, who has given special services to the CCWGA.


TOURNAMENT RULES


USGA Rules of Golf, modified by local rules, shall govern all play.  Golf under “preferred lies” shall be determined by the CCWGA Tournament Chairperson and a golf professional.


To be eligible for competition on official play days, a player must be a paid member of CCWGA, in good standing, with an USGA 18-hole handicap. Maximum playing handicap is 36.


Sign-up sheets are posted on the bulletin board a minimum of two weeks in advance.  A member may not sign up another member without her knowledge.


Cancellations shall be made to the Tournament Chairperson prior to the official play day. For last-minute changes, contact Pro Shop on play day by 7:30 am.


Tournament format and rules shall be posted before start of play, and winners names shall be posted weekly on the bulletin board.


Weekly tournament awards shall be either credit at the Pro Shop, balls, or other non-cash prizes, at the discretion of the CCWGA Tournament Chairperson.


Starting time and participation in the weekly CCWGA tournaments are based on the following obligations of each member:

Sign up with the intent to play 18 holes.

Check in 20 minutes before starting tee time and 30 minutes before shotguns.

Note: CCWGA Tournament Chairperson/Committee and golf professional have authority to change your time. Late arrival will jeopardize your starting time. 

Play with other participating CCWGA members.

Five-somes are not permitted unless created by the pro shop or tournament chair as an exception.  Pace of play rules must be adhered.

Complete and attest your scorecard with two signatures.  Incomplete, illegible, or incorrectly completed scorecards are subject to disqualification (see handicap section).

If player picks up on a hole, she must indicate "X" on her scorecard for that hole, and write her most likely score for the hole, with a maximum being the maximum score her handicap allows. If a player fails to complete the round, she should write "N/R" on the scorecard.

Slow play is subject to penalty, to be determined by the Tournament Committee. Keep up with the group ahead of you. Play “ready golf” on tee and in fairway (except in match play).  Record scores after you leave the green.

Golf etiquette shall be observed at all times.


TOURNAMENTS AND AWARDS

Major Tournaments.  An entry fee may be charged, at the discretion of the Executive Board.

Championship and Handicap Tournaments Major Tournament Chairperson or Committee shall determine format of major tournaments with Executive Board approval. ESC scores shall be posted as Tournament scores.


Member/Member is an eclectic style tournament and may be conducted over two consecutive weeks. Partners must play to a maximum handicap spread of 10 strokes.  Partners must sign up with the intent to participate both weeks. ESC scores shall be posted as Tournament scores.


Most Improved Golfer (MIG) of the year shall be based on MIG computations submitted by GHIN.  The Most Improved Golfer must be a CCWGA member in good standing for one year, meeting the participation requirement of 10 or more official play days and a total of 20 or more posted rounds at Crow Canyon within that year. There is a no maximum handicap and all members who meet the qualifying criteria are eligible.  Any member having penalty scores assigned is not eligible.  Handicap Chairperson will present award at the annual Holiday Luncheon.


Birdie Awards shall be presented at the annual Holiday Luncheon by the Co-Captain.  Players making birdies during an official play day at CCCC shall record their birdies on the list provided on the bulletin board and must have the birdie attested by another player in the group.


Eclectic Tournament shall be conducted on selected official play days during the year in which the format is stroke play.  Pickups are permitted as long as 18 holes are completed; holes not completed must be marked with an X preceding the most likely score if the ball had been holed..   A fee shall be paid to the Eclectic Chairperson prior to participation.  Eclectic Chairperson shall present awards at the annual Holiday Luncheon based on the guidelines stated in the Eclectic Tournament Binder.


WGANC Awards shall be presented to participants who have posted the lowest cumulative net scores on three of the scheduled WGANC play days (see calendar).  Tournament Chairperson shall present WGANC Awards at the annual Holiday Luncheon. 


Break Pins shall be awarded to a member whose gross score breaks 70, 80, 90, or 100 for the first time on an official play day, format being stroke play with no pickups or adjustments allowed.   Member must enter score on sheet posted on the Bulletin Board.  The Tournament Chairperson will present the Break Pin(s) at the next General Meeting.

 GUEST DAYS

Guest Days shall be 8:30 shotguns on selected Tuesdays of the month, as listed in the calendar. 

General tournament rules apply with modifications as listed herein:

Maximum playing handicap is 36.

Eligible guests are amateur golfers with a current USGA 18-hole handicap and a GHIN number who are not golfing members of CCCC.

The CCWGA Guest Day Chairperson will determine number of guests per person.  If guest belongs to two or more handicapping systems, she must play with her lowest handicap index.

Check in at least 30 minutes prior to starting time. The desk will close at 8:15 a.m.

All members will check in. All fees applicable for sweeps and lunch will be charged to the member’s account.

Members without guests may play together and will be part of the day’s event.

Lunch is mandatory for all players.  

Players returning scorecard later than 15 minutes after the field may be disqualified. 

Awards will be presented at the luncheon.  Awards shall be either credit at the Pro Shop, balls, or other prizes, at the discretion of the Guest Day Chairperson.

Use of carts is mandatory for all players. 

Cancellations must be made by the Friday prior to the Guest Day.


PRO SHOP GUEST DAYS


Pro Shop Guest Days (PS Guest Days) are available when a regular guest day is not scheduled for the month.  These dates are determined in advance and published in the CCWGA calendar. Green fees for one guest are waived but cart fees will apply.  Participation in PS Guest Days is not considered part of the CCWGA play day.


There will be a separate sign-up sheet for PS Guest Days. This will allow you and your guest to sign up before11:30. Once the regular CCWGA tee time sign-up sheets are taken down and are closed, the tournament chairman will assign tee times from the PS Guest Days sign-up sheet in order, following the CCWGA last tee time until 11:30 AM. The final sign-up sheet will be posted on the website and bulletin board the day before the play day. If you would like to play after 11:30, you must call the pro shop for a tee time. 


INVITATIONAL /MINI INVITATIONAL


General Tournament and Guest Day rules apply, with modifications as listed herein: 

Only CCWGA members are eligible to participate.

In order to participate in the Invitational, member must submit a properly completed entry form and entry fee, within the dates specified on the entry form.

Members of CCWGA are not eligible to play as guests.  Guest must be an amateur golfer with a GHIN number and a current   18-hole handicap.  She may not be a golfing member of CCCC.  

Maximum playing handicap is 36.

All Invitational business will be conducted by the Invitational Committee, but type of tournament, general plan and amount of entry fee must be approved by CCWGA Executive Board.  ESC scores shall be posted as Tournament scores when the format allows.


Invitational financial report must be submitted at the first Executive Board meeting following completion of the tournament. 


  WGANC AND TEAM PLAY EVENTS


CCWGA members are eligible to participate in WGANC tournaments and Open Days. Information, sign-up sheets, and rules are listed on the WGANC bulletin board.

CCWGA members are eligible to participate in East Bay and Diablo Valley Team Play events, per the guidelines set forth by each Team Play League.  Please check bulletin board for information.

  

MEMBERSHIP REQUIREMENTS

Members shall abide by all Bylaws and Standing Rules of CCWGA.


CCWGA membership dues are due on October 1 for the following calendar year. Members paying dues after November 1 shall incur a $10.00 fine. Honorary members may be approved annually and paid for at the Executive Board’s discretion. 


A prospective member must have an official USGA index based on 10 18-hole scores.  


For verification of eligibility, a prospective member must provide her handicap and GHIN number to CCWGA Membership Chairperson along with an application in writing and applicable dues.


A prospective member transferring from another club must apply to the Membership Chairperson who in turn will ask the Handicap Chairperson to transfer the new member’s USGA handicap home club designation to Crow Canyon. Once GHIN has confirmed the transfer (usually within a month’s time), the new member will be eligible to compete in CCWGA-sponsored events.


No member may concurrently belong to CCWGA and 4-C Niners.


A new member shall play her first official play day with the Membership Chairperson or a designated Board Member.


A resigning member must submit a letter so stating to the CCWGA Membership Chairperson who in turn will notify the Handicap Chairperson so the name can be deleted from the WGANC and/or NCGA rosters. 

  

HANDICAPPING

CCWGA members must post all scores played, including 9-hole scores, in accordance with USGA GHIN Handicapping Procedures, subject to penalty. A 9-hole score shall be posted if seven to 12 holes are completed; an 18-hole score shall be posted if 13 or more holes are completed. Net par shall be assigned to holes not completed.


On play days, player shall post adjusted gross score and turn in scorecards to the pro shop immediately after play.  Properly completed scorecards include first and last name, handicap, date, the player’s signature, one attesting signature, and an accurate score for each hole. Improperly completed score cards are subject to the assignment of a penalty round and disqualification from the tournament of the day.  Scorecards are not required except for official play days.  All scores, including away scores, should be posted as soon as possible. 


WGANC Handicaps are available on the web.  Register your e-mail on WGANC.com and your current index will be e-mailed to you monthly.


A member is responsible for knowing posting procedures and her current index, and for reading all handicapping information as listed on the bulletin board.


Etiquette


PACE OF PLAY:


WGANC proposes the following guidelines to speed up play:

Be aware of the group in front of you.  Look ahead, not behind.

 Think about your next shot as you drive to your ball.

Take several clubs with you when you walk to your ball - the one you think you will use, plus others you might use.

Drive the cart as a team.  While one player walks to her ball, the other player drives up the cart path opposite her ball.  Do not wait for a player to return to the cart before proceeding to the next ball.

In stroke play, if safe and not interfering, playing out of turn is permissible.  USGA decision 10-2C/2.

Study your line of putt while others are preparing to putt.  Do not wait until it is your turn.

Leave the green and immediately drive to the next tee.  Then put your clubs away and take out the club you will use next. 

Record scores at the tee, not green side.

Cell phone use during play is discourteous.  Please turn off ringers and pagers and use only for emergencies.
