STANDING RULES

CCWGA Standing Rules 

GENERAL 

1. These rules are governed by CCWGA Bylaws and are subject to annual review and  change by the new Executive Board. 

2. CCWGA amateur members, having met all CCWGA Bylaw requirements are eligible  to compete in CCWGA-sponsored tournaments. 

3. The CCWGA official play day shall be Tuesday, or an alternative designated play day  as listed in the CCWGA calendar. A minimum of 9 players is required to begin play in  order to constitute an official play day. 

4. Unscheduled play will not be considered an official play day. 

5. Members are responsible for checking the calendar and website (www.ccwga.net) for  tee times, dates, sign-up sheets and pertinent information. 

6. General Meetings are listed in the calendar. Time of meeting will be after play unless  otherwise posted. On General Meeting dates, play will begin with a modified shotgun. If  play day is canceled, an alternate meeting time will be announced. Lunch cancellations  must be made by the previous Friday; no-shows will be charged. 

7. CCWGA members and guests shall adhere to the Bay Club Crow Canyon dress  code. 

8. The annual Holiday Luncheon is the responsibility of the outgoing Executive Board.  All CCWGA members are invited. Additional invitations may be extended, at the  discretion of the Executive Board, to past captains, new members, former members and  staff members who have given special services to the CCWGA. 

9. Gifts may be given at the discretion of the Executive Board to Executive Board  Members or others, including staff members, who have provided special services to the  CCWGA. 

WEEKLY TOURNAMENT RULES 

1. USGA Rules of Golf, modified by local rules, shall govern all play. 

2. The CCWGA Tournament Chairperson and golf professional shall determine when  “preferred lies” may be played. 

3. To be eligible for the competition on official play days a player must be a paid  member of CCWGA, in good standing, with a USGA 18-hole handicap. The maximum playing handicap is 40. 

4. Sign-ups for weekly games are posted on the CCWGA website in advance. A  member may not sign up another member without her knowledge. 

5. Cancellations shall be made online prior to the official play day. For last-minute  changes, members must contact the Pro Shop on play day by 7:30 am. 

6. Tournament games will be posted on the weekly tee sign-up sheet. 

7. Weekly tournament awards shall be a gift credit, golf balls, cash or other prizes at the  discretion of the CCWGA Tournament Chairperson.

8. Starting time and participation in the weekly CCWGA tournaments are based on the  following obligations of each member. 

a) Sign up with the intent to play 18 holes and participate in the game of the day. 

b) Check in 20 minutes before starting tee time and 30 minutes before shotguns.  Note: CCWGA Tournament Chairperson/Committee and golf professionals have  authority to change tee times. Late arrival may jeopardize a player’s starting time. 

c) Play with other participating CCWGA members. CCWGA tee times may not be  used to reserve a tee time for any separate game. 

d) Complete and attest hole-by-hole scorecards. Signatures are required by all  players and markers. Incomplete, illegible, or incorrectly completed scorecards are  subject to disqualification (see handicap section). 

e) The digital scorecard (Golf Genius) will be the official scorecard. 

f) Fivesomes are not permitted unless created by the Pro Shop or Tournament Chair  as an exception. 

g) Players must adhere to pace of play rules and recommendations. 

h) If a player picks up on a hole, she must indicate “X” followed by her most likely  score for the hole on her paper scorecard (put the score without the X in Golf  Genius). The most likely score on the hole should be no higher than the maximum  score her handicap allows. An “X” on the paper scorecard automatically disqualifies  the player from the game if the hole score is required. The exception to this is if the  game is noted that pick-ups are allowed, then there is no disqualification.  

i) If the player fails to complete the round, she should write “DNF” on the paper  scorecard, leave the remaining (not played) holes blank, turn in the scorecard and is  automatically disqualified from the game. 

9. Slow play is subject to penalty to be determined by the Tournament Committee.  Members are expected to keep up with the group ahead, play “ready golf” on tee and in  fairway (except in match play) and record scores after leaving the green. 10. Golf etiquette shall always be observed. 

TOURNAMENTS AND AWARDS 

1. Major Tournaments include Championship, Team Challenge and Member-Member.

a) An entry fee may be charged at the discretion of the Executive Board.

b) Major Tournament Chair shall determine game format and prizes, with Executive  Board approval. All Major Tournaments are to be played from the Red Tees. 

2. Most Improved Golfers (MIGs) of the year shall be based on MIG computations submitted GHIN. 

a) The MIGs must be CCWGA members in good standing for one year, meeting the  participating requirement of 10 or more official play days and 20 or more posted  rounds at CCCC within that year. 

b) There is no maximum handicap and all members who meet the qualifying criteria  are eligible. 

c) Any member having penalty scores assigned is not eligible. 

d) The Handicap Chairperson will announce the top three MIGs at the annual Holiday  Luncheon. 

3. The Co-Captain shall present Birdie Awards at the annual Holiday Luncheon. a) Birdies made on play days are automatically registered by Golf Genius. b) Birdies made during DVTP/EBTP matches which coincide with CCWGA play days  will be recorded by respective captains and submitted to the co-Captain at  DVTP/EBTP season’s end. 

4. Eclectic Tournament is a multi-round tournament that results in one 18-hole gross  score per player. 

a) This tournament will be played on CCWGA official play days when there is not a  conflicting tournament (i.e., all Major Tournaments, the Invitational, the Mini  Invitational, Play for Pink etc.). 

b) The Eclectic Tournament will begin the first play day in February and end  November 15th. 

c) The lowest of each round’s scores per hole will be recorded, producing a final 18- hole score. 

d) The participant’s first round must consist of all 18 holes played out.

e) A fee shall be paid to the Co-Captain prior to participation. 

f) The Co-Captain shall present awards at the annual Holiday Luncheon. 

GUEST DAYS 

1. Guest Days’ time shall start at discretion of the Guest Day Committee on selected  Tuesdays of the month as listed in the calendar. 

2. General tournament rules apply with modifications as listed herein: 

a) Maximum playing handicap will be determined by the Committee but cannot  exceed 40. 

b) Eligible guests are amateur golfers with a current USGA 18-hole handicap and a  GHIN number. 

c) Members of the 4C Niners and other CCCC members are eligible to play as  guests. 

3. The Committee will determine the number of guests per member. If the guest belongs  to two or more handicapping systems, she must play with her lowest handicap-index.

4. The Committee may allow members without guests to play together and be part of  the day’s event. Lunch is mandatory for all players. 

5. Awards will be presented at the luncheon and awards selection is the discretion of  the Committee. 

INVITATIONAL AND MINI INVITATIONAL 

General Tournament and Guest Day rules apply with modifications as listed below: 

1. Only CCWGA members and their guests are eligible to participate. 

2. In order to participate in the Invitational, the member must submit a properly  completed entry form and entry fee within the dates specified on the entry form. 

3. Golfing members of Bay Club Crow Canyon are not eligible to play as guests.

4. A guest must be an amateur golfer with a GHIN number and a current 18-hole  handicap. 

5. Up to three guests may be permitted for any CCWGA member. 

6. Maximum playing handicap will be determined by the committee but cannot exceed  40. 

7. The Invitational Committee will conduct all Invitational business. CCWGA Executive  Board must approve the type of tournament, general plan and amount of entry fee. 

8. ESC scores (equitable stroke control – net double bogey - Par + 2 + your strokes for  the hole) shall be posted as Tournament scores when the format allows. 

9. The Invitational Financial Report must be submitted at the first Executive Board  meeting following the completion of the tournament. Any funds remaining after  expenses are paid shall be retained for future Invitational/Mini Invitational committees to  use as necessary to cover expenses or avoid increasing entry fees without prior Board  approval. 


NCGA AND TEAM PLAY EVENTS 


1. CCWGA members are eligible to participate in NCGA tournaments and Legacy Open  Days. Information, sign-up sheets, and rules are posted on the NCGA websites.

2. CCWGA members are eligible to participate in East Bay and Diablo Valley Team Play  (EBTP/DVTP) events per the guidelines set forth by each Team Play League. EBTP  and DVTP information and sign-ups are posted on CCWGA website. 


MEMBERSHIP REQUIREMENTS 


1. Members shall abide by all CCWGA Bylaws and Standing Rules.

2. CCWGA membership dues are due on October 1st for the following calendar year.  CCWGA annual dues include mandatory NCGA annual dues. Paying dues after  November 1st shall incur a $10 late fee. 

3. A prospective member must have an official USGA index based on the current required number of 18-hole scores. 

4. For verification of eligibility, a prospective member must provide her handicap and  GHIN number to CCWGA Membership Chairperson along with an application in writing  and applicable dues. 

5. A multi-club prospective member may choose which of her clubs will be designated  as her home club. 

6. A new member shall play her first official play day with the Membership Chairperson  or a designated Board Member.


HANDICAPPING 

1. CCWGA members must post all scores played, including 9-hole scores, in  accordance with USGA/GHIN handicapping procedures. 

a) When a player plays between 10-17 holes, they will be required to post their  scores hole- by-hole so the appropriate Score Differential can be calculated. 

2. Handicaps will be calculated according to the World Handicap System (WHS). 

3. Failure to post all scores may subject the member to penalties. 

4. All scores, including away scores, should be posted by the end of the day.

5. A member is responsible for knowing posting procedures, knowing her current  index/handicap and for reading all handicap information as posted on the website. 


PACE OF PLAY 

The following are guidelines to speed up play: 

1. Be aware of the group in front of you. Look ahead, not behind. 

2. Think about your next shot as you walk or drive to your ball. 

3. Take several clubs with you when you walk to your ball – the one you think you will  use, plus others you might use. 

4. Drive the cart as a team. While one player walks to her ball, the other player drives to  her ball or up the cart path opposite her ball. Do not wait for a player to return to the cart  before proceeding to the next ball. 

5. In stroke play, if safe and not interfering, playing a ball out of turn is permissible. 

6. A player should study the line of putt while others are preparing to putt and not wait  until it is her turn. 

7. Leave the green immediately and drive/walk to the next tee. Then clubs can be  returned to the bag and the club to be used on the next hole can be selected.

8. Record scores at the next tee. 


CELL PHONES 

Cell phones should be used for recording current official play day golf scores into Golf  Genius and for emergencies.
